The current Windows Update is rather more frequent than that, and it releases major updates (e.g. new versions of Internet Explorer). Why stop on a yearly basis, why not make it part of WU altogether. Such updates (rather than upgrades) would deliver major changes in smaller steps.
In my opinion, a constantly evolving OS is better than the current stepped approach. I think the traditional notion of boxed Windows platforms, or major versions, rather should become one evolving body of technologies. It's just more natural.
