As far as I can tell, 2GB is the biggest plan that AT&T is offering. To use the iPad 2 on 3G overseas, you'll be paying (massively) for roaming data... my suggestion would be to stock with WiFi or, if you'd like, wait for a way to SIM unlock the iPad 2 (which I believe is locked to AT&T if you buy from them) and get a prepaid SIM when over in Europe. If you buy the 3G model from an Apple Store, I believe they're unlocked but don't quote me on that.

Do you have details on how the AT&T plans work? Specifically, I travel between the US and Europe very frequently, and would like to use the ipad everywhere. I assume I have to go for the AT&T plan so I will have GSM. Also it seems there is a max of 2GB pre-paid for AT&T which seems low for me. I know you can go over and pay extra but this will be expensive if I used the amount of expect. Any thoughts on this?
